Looks like a white metal token they have been mass producing in China. Its not copying a real coin, so I don't have a problem with them chruning these out.
The man on the medal is Nurhachi who was a Jurchen chieftain who ruled AD 1616-1626 and was the founder of China's Qing Dynasty. Nurhachi also figures into one of the "Indiana Jones" films, "Indiana Jones and the Temple of Doom".
I have seen complete sets of such medals from Ching dynasty rulers. This one looks like the first medal from that set.

Anything is worth a buck. Actually, I think I actually own this set somewhere in my massive bag of chinese fakes. If you like it, of course its worth a buck. You cannot even buy a double cheeseburger or large fries for a buck anymore.

They are not tourist fakes, but I am sure a lot of tourists probably buy them. They would be similar to when the Franklin Mint made medals of the US Presidents. Not a coin, not copying a coin, just a "collectible" that really will never have any value.
