Just a plating blister?

Usually the plating blisters I see, unlike on this 1983 penny, are small and circular, and a lot of them have already burst open. But this one looks a little bit different. Does this fall under the realm of plating blisters, too? It's the large "dot" above the I in PLURIBUS. There looks to be a different plating blister below the E in STATES though, which looks more in size like the ones I'm used to (though I have seen much larger plating blisters that are streaks/lines). Thanks in advance.

Can't tell by the photo but if there is a die crack under that, it might be a die chip.
