Why is the mint still taking "waiting list" orders when the coins were sold out 7-days back in less than 3-hours?
Because they don't want to get stuck with any. They know that out of all the orders they got some will be simply canceled, some won't go thru because of credit card problems bad checks etc, a lot will be returned. The always oversell - always have.
The same mistake occurred with the washington and adams first spouse coins. I believe those orders were quickly cancelled when they discovered that the website permitted orders to be placed.
True, but isn't seven days of oversell on a two hour sell out a little over kill? It's probably because of their earlier announcement that the order limit would be one coin of each condition per household for the first week. So they are keeping the order lines open for a week even though no one after the third hour has any chance at getting one.
