Jagged Clip - 1937 Mercury Dime

    I am pretty sure this is a jagged clip on this 1937 Mercury dime. Can any of the experts confirm this. At first it looked like Post-Mint-Damage. But when I looked closer I became pretty sure this is a clip and due to its roughness I think it maybe a jagged clip. There are two reasons why I believe it is a clip. One, is how the devices around the clip are struck weak. And two, I do see the Blakesley Effect on the coin as well. Error experts: What do you think?
