It's not in Greek or Latin; what IS this thing?

Found among a bunch of LRBs in an uncleaned lot. It has a weird obverse inscription which appears to read as follows from the 7:00 position clockwise around to 4:00:

    Unknown AE 16 transcription.jpg

    Bronze 16.3 mm, 2.61 g

The reverse is a patina-covered, worn, pitted disk with no discernible image, I'm afraid.

To me it looks like a Greek coin or perhaps a small Greek Imperial, definitely hard to attribute this one. I've received some like this in LRB uncleaned hoards and have never been able to attribute them. I'm hoping one day I will but the question is how does one start with so few clues to follow?

The last two letters look like K H, the line atop the K being the blurred dotted border.

I believe it might be Klingon.

It screams, "I'm a Roman!" to me.

Okay, more of a hoarse whisper.

Thanks! I was wondering if it might be Bactrian.

    I'd say it's barely "clinging on". :D:D:D

Not Bactria or related coinage by being the wrong style altogether.
Has to be Roman provincial. Good luck.

Ancient Greek is my second best language after English. The inscription is not Greek.
