The first Netherlands ducat of that design was produced in 1586. And yes they produced them every year, with the exceptions of missing years caused by wars and the like. The only coin design to have been produced for a longer period of time was the Venetian ducat which ran for about 500 years - 1274 to 1787.
The Netherlands ducat was primarily a trade coin, so while I am not positive I suspect it stopped being used as that in the late 1800's. Some people still used them though into the 1920's because I have seen circulated examples from the '20s. Especially the 1927 and 1928 issues.
