Maybe some staining and some of that verdigris happening; can't be that sure, though, as the picture is kind of small...

I suppose that it's toning, in the strictest sense of the word.

That being said, there's attractive toning, and unattractive toning. I'm afraid that this example, to my eyes, goes into the latter category.
