There is a small line at the bottom left of Washington's neck I thought it was just a scratch but through a magnyfying glass and by touching the line it is clear that its a raised line can you tell from these pics if its a cracked die? What are these worth?

Clearly a cracked die. Probably little to no value above face, but an interesting late die state on a coin this new.

Die cracks are fairly common on the states quarters, and the base of the neck is where many start. I have several Georgia quarters that have 6-7 separate cracks on them. As a rule, die cracks do not add a premium to the coin unless there is metal displacement that is pretty severe.

Is this a states quarters or an AtB?

Did you get this quarter in a roll? If so, it is advisable to inspect the other coins in the roll for similar die cracks. If you are lucky, you will get several coins that will show the progression (growth) of the die crack.

As the others have stated, they have little / no premium.
