    IMO, no. If it were normal wear exposing the copper , there would be no detail to speak of left on the coin.

    I agree with the others that it is not "normal". However, the damage occurred outside the mint and it has no collector value. Follow Coin Talk long enough and you'll see all kinds of unusual post mint damage (PMD) on coins.
