    It's real toning. The question should be, is it natural or artificial? I'd say artificial.

    Did you take the picture yourself? I think there's something wrong with the color saturation.

    Only in the sense that both damage the value of the coin, and are things done by people to enhance the saleability of cons. AT is frequently used to hide signs of cleaning, so you might see a coin with both problems. Typically the toning will be very dark in this case.

    I have no idea why someone would color a steel cent blue.
