Is this NGC error coin tagged incorrectly?

    Attached is a coin I recently acquired for my collection. The holder insert is annotated as (1998) 1C Broad Struck With Obverse Indent.

    My question is shouldn't it actually be Broad Struck With Obverse Partial Brockage?
