Is this missing clad layer?

    I assume you're referring to the 1984. It looks like normal circulation toning to me.

    As stated before.. toned. This happens also with Environmental Damage.
    Missing clad layers usually occur on one side only.
    (I have never seen a missing Clad Layer that looks black.. only copper)
    Here is an example from my collection. Just the Obverse side.

    I looked at I can see the edge an now see the layer is half way down it. Thanks for input
