Is this graded 1950 DD or Die fatigue?

Hi experts, Obverse of this Franklin in the date. Numbers 9 and 5 have something going on.
Also, on the reverse look at the left side of the bell from top to bottom looks like extra bell outline.

This is not my coin. Just looking on EBAY tonight for possible put away' Silver coins and noticed this one.

So, tell me what you think. Die fatigue? Or maybe Double Die? thanks.
