is this damage or mint error?

    For me the scar look like is behind the number 1 of the 1994?

    I would ask one of the moderator's to move this over to the error coins forum. It does have the appearance of being behind the numeral 1 of the date and number not damaged. I have no expertise in coin errors, so my comments would be frivelous. The members there may have suggestions about how it formed if it is PMD. Maybe a planchet problem appeared during the striking?
