There's really nothing odd about it. There's wear and dirt on it from circulation. Sometimes these don't strike crisp, like a cookie-cutter? Sometimes they slide a little and leave a little smear hanging on the end. It's not a big deal, just from the strike.
The correct term would be "Re-punched Mintmark" or RPM, but not in this case. In the future, do you think you could resize your images before you post them? Chris
I agree with Eddie, it most likely was damaged at sometime in it's life, then worn to look larger than it really is.
Don't be sorry about posting anything. You're new and trying hard to learn. Keep posting and asking questions and you take good clear photos. Please provide a photo of the entire coin as well as the area in question. I agree with Eddie, just worn and dirty from general circulation.
