    I guess your reffering to the anomaly at the top?that's a ridge ring it's a sign for a worn die strike and die deterioration doubling not an error and still just a cent.I also see plating blisters,damage all over your coin a classic zinc cent.

    That's a wishing well penny. Meaning, I wish someone would throw it into a well and we won't have to see it again. LOL
