is this an error wheat cent

the wheat cent im talking about is smaller than regular wheat cents the outside of it looks like it was cut off sorry the picture isent the greatest but the coin on the left is the wheat cent 1940 and you can tell that its smaller than the regular penny on the right there are no rough edges on it its totally smooth so i dont think anyone cut it off

If the outside looks like it was cut off, it probably was......
