Is this a small date 1970s? Looks different to me

I'll say large date because if you extend a line and continue it down from the end of the loop of the nine it goes southeasterly. If it were a small date the line from the end of the loop of the 9 would go more northeasterly than this 9's loop.

 

Darn yeah I wasn't looking at that part of it really.

 

But, I am not an expert; so, wait for a definitive opinion by one of our experts.
