Is this a shift error?

    Is this an error - or is it an acceptable amount of shift on the seals? If it is an error, should this note carry any premium?

    Minor error. But enough to be an error. Funny enough, it will likely be called a third print shift but it really looks like a shifted 2nd print.

    Yes, as MEC said, barely on the line as being considered an "error" in the currency collecting world.
