I thought I seen a variety listing showing where there was only doubling on the date of the second nine but can't remember for sure or find where that variety listing was at. Can anyone help? Is doubling on the second nine a real thing or is this just some machine error.?
I don't think there's such a Variety. Your pictures get blurry when enlarged. Can't really tell what's going on.

@justin stetler …Variety Vista or doubleddie.com. Between the two you will find the acknowledged varieties for each year and mint mark. Your OP coin…the wear on the hair and ear matches the wear on the date.

I think I see what you're seeing; something looks awry. That second nine in 1969 looks funky. But I think it has to do with circulation wear. But I am by no means certain.
