If you are talking about the machine doubling on the edge of the Memorial, no, it is not an error. Not a doubled die, but referred to as MD for Machine Doubling.
It looks like machine doubling to me. RPM is an acronym for Repunched Mintmark. What is the purpose of your poll? I voted for all three. Chris
Except for as an example of what machine doubling looks like for future reference, no, not really. You will find a lot more of these in all series as time goes on in your searches. Coin making machinery, like all machinery, needs adjustments from time to time. This is a result of something being loose and needing adjustment.
