this looks to be a double error coin,a clipped planchet on the left and a double die where the motto "in god we trust" is very vividly doubled.
Clip was done outside the mint. Damage. The doubling is probably an illusion created by light and camera angle.
While I agree that the clip looks like it might be PMD, it is not unusual to have more than one attribute on the same coin. I use the term attribute, because a clip would be an error, and a doubled die would be a variety. Still, it's possible to have two distinct errors or two distinct varieties on the same coin. Yeah...some kind of tool made this, you can see below the "clip" how the rim has been pushed out--something you wouldn't see if struck that way. The lack of Blakesley effect also confirms PMD.
I don't know what you people are seeing/not seeing. The Blakesley effect is very clear, 180 degrees opposite the clip. I see nothing at all about this clip which raises red flags. It looks genuine to me.
Update on the "double error" quarter, i took it to a couple of local dealers and both confirmed that it had doubling on the motto but one was convinced that the clip was real and the other said he couldn't be sure because he is not an error expert. meanwhile here are a few more pics of the coin.
