Not a capped die, but it looks like a big part of the die chipped out. i can see flow lines towards the hole in the die.
The coin is in such terrible shape that the default hypothesis must be that the raised area on the reverse is post-strike damage caused by metal being pushed up or scraped up into a mound. Interior die breaks are rather rare, and clusters of interior die breaks even rarer. I've never seen one with this pattern.
