is this 1989 doubled?

    Looks to be a plating issue, not a doubled die. Therefore not an error. Very common on these.

    No... It's caused by Die Deterioration.
    Nothing to do with a true Doubled Die

    Known as DDD - Die Deterioration Doubling

    It looks like machine doubling to me with a little die deterioration, to boot.
