Is this 1982 D an Error or PMD?

    Describe what you see that makes you think this is an error coin.

    This is either a strike though,or lamination issues if it is lamination then it is considered an error.

    From the look of the build up between the T and hair I would say glue.
    Try an acetone bath.

    The spot behind the neck appears to be raise, leading me to believe it might be some substance stuck to the coin. Do as @Pickin and Grinin stated and try an acetone bath and toothpick to see if it lifts off.
