Without digging too deep, to my eyes it has some of the characteristics of NC 5 (if so, somebody may have got a real deal)
With only two known that would be an incredible find. But in the shape that it is in, I can't say if it is a NC 5 with any certainty.
I can say definitely not NC-5. On NC-5 the first inner berry on the right wreath branch is just above the level of the top of the T in CENT, way down behind the leaf. On this one it is even with the center of the E in ONE. This is S-43 Also NC-5 has a large die chip in the center of the left loop of the bow. This one doesn't have it.

Maybe they thought it was an NC-10. It is very similar to the S-43, the difference being the two berries to the right of the T in CENT. On S-43 the upper berry is above or slightly to the right of the lower one, on NC-10 it is to the left of the lower one.
The Reverses of Obverse 19 are really not that difficult to distinguish once you know where to look if sufficient detail remains. The inner berry at the leaf adjacent to (N)T is WHERE to look. The arrows are sufficient to distinguish the NCs from the S-43 and S-44 and the outer berry across from that one will distinguish the NCs from each other. The Circles are backup attribution points. Middle of E S-43, Top of E S-44, Top of T NC, Below tip of leaf under A NC-5, Even with tip of leaf under A NC-10. ps The left stem position away (5) or close (10) to the bottom of the ribbon on the left is also distinctive between the NCs.
