Is it an error?

1991 dime but looks like the last 1 was struck not so well. Almost you cant see it. Is it being considered an error coin. does it have any value?

Looks like a grease-filled die. A bit of grease got into the last digit of the date on the die so that digit did not get fully struck up.

 

In addition to what Hobo stated, this is a common occurance at the Mint and is not an error.
