There's too much glare on the leaf tip to A and definition of leaf tip at the arrows. It's definitely not a type B. Here is a good reference. https://www.error-ref.com/transitional-reverse-1964-d-quarter/
Here is a type A, the intended reverse for the 64. Notice how the detail fades at the top of the leaf at the Arrows, the type C is strong and the A is weak. Also the Leaf pointing to the A in dollar is also weak and is above the A. The type C the leaf tip is slightly below the A and to the left. A type B the leaf is attached to the A. The coin is not a type C reverse. Not even close. Notice the shape and location of the olive leaves which is the first and most obvious sign to look for.
