I found two similar to this 1999 a couple years back and thought it odd also. Hmmmm why are the 9's different ? ? ? Anyone have a suggestion/explanation ?

I believe what you are seeing is due to die abrasion thinning out the numbers.

Simon, the field is quite flat with no polishing scratches that would sat the area has been worked

Simon, you know me, I always try to see angles on everything, but it that was the case, would the top ends of the 9s also have been thinned out as well?

I think die abrasion can be localized, but of course since I don't have the coin in-hand, I am just making a guess based on what i see. It may be some struck-through rease tht only affected those particular parts of the letters, but from my experience, it looks more related to die abrasion.
