ink smear

    Most likely that occurred after the note entered circulation. The ink for the district seal is more prone to smearing when wet with water than the ink used for the main designs.

    If you get bored sometime, you can try it with water, alcohol, fingernail polish (or acetone), etc... and you will see what I mean.

    the moisture from your thumbis usually enough to smear it ....
