Ink Error?

Found 4 Star notes while searching today.. And this one.. Not sure if it is Ink from a Pen or From a Press... Any way to tell?..

Looks like a ink pen to me! the darker green ink is a dead give away!!

Normal Pen ink? No Error?.. I used Auto levels in Photoshop .. But the Green is a Match.. How would one tell?.. Maybe I need to take it by the shop and have them look.. It doesn't look like it has any "streaks" like the tip of a pen would leave.. and has a bit of a sheen like the Print ink... ??

This error shows the "typical" color of BEP ink when smeared.....

Took to shop.. Nope.. Just ink.. But I did get a 1902 Woodchoppers 5.00 for 18.00.. Its a bit beat but I like it.. Thanks for the help..
