I have heard that for India commemoratives are made to order by the mints. Is there any place to find out the official mintages of these coins and India Proof Sets?

Many of the numbers you are loking for are listed in the Standard Catalog of World Coins, that should be available at your nearest public library. The catalog consists of a series of telephone book sized volumes, each covering a specific century beginning with the 17th.

It doesn't look to me like they sell anything at all but there is a contact telephone number you could call:

    http://www.igmint.org/
OK..I was wrong. If you click on "coins booking" on the Mumbai link and then the coin you want, there is a price list and foreign and domestic order forms for the two latest commemoratives which appear to come in both proof and uncirculated 2-coin sets.Prices are listed in Indian currency and payment must be by bank draft....so good luck!
