INBO United States 2 Cent Piece??

    Found this unusual one in my stepdads collection. It is a US 2 cent piece with a counterstamp INBO with two skeleton keys in between. Any thoughts on what the INBO stands for or specifics on this particular coin including value? Thanks.

    Counter stamp? From those photos, it looks more like the IN BO are part of the design, which leads me to believe it is a token and not a coin. Let's see what others think.
