I've not seen it but I haven't looked in RIC. However, John Jencek's old website has a "search by legend" function and it recognized the legend so I assume that means it's a known type for Licinius. http://www.jhecoins.com/obverselegends.htm (Note: at first I entered the legend with breaks but it returned no results. I removed the spaces and that worked.) Edited: Oh, you probably already knew this and were asking about that legend being paired with your coin's reverse . I don't have an answer for that and didn't find the combination in ACsearch.
Prior to 211, the obverse inscription is identified in RIC as type 2a with a single n in LICINIVS. (IMP C VAL LIC LICINIVS P F AVG) Your obverse is most like either a type A <beta> in which the wreath ties are parallel and have a pointed truncation, or a type A <gamma> in which the wreath ties are parallel and have a rounded truncation. Both types are attested for use with a GENIO IMPERATORIS reverse with which the beta is common and the gamma scarce. The A <beta> obverse is also attested for the VIRTVS E-XERCITVS reverse. But your coin is later. After 211 this obverse inscription (IMP C VAL LIC LICINIVS P F AVG) is listed as 1b and is attested for a BONO GENIO PII- IMPERATORIS reverse as RIC 134a for Alexandria. A similar inscription but with LICINNIUS is called 1c, and it is attested for use with a GENIO IMPERATORIS reverse. Neither the 1b nor 1c obverse legend is attested in RIC for use with the GENI O - AVGVSTI reverse you have. The inscription for Licinius for that reverse is type 1a which reads as you have reported above: (IMP C LIC LICINIVS P F AVG) Your reverse has been muled with a type 1b obverse and is unlisted. Whether or not this was intentional, the use of the GENIO AVGVSTI for Licinius is rare in any case, so it is not surprising to have the combination you have reported finally surface. It is a very nice find and an addition to the varieties for this reverse.
