I've held a few graded examples over the years but it's not a familiar subject for me. You probably know that the Washington Crossing the Delaware quarters are still looking mostly great even if they're pretty beaten up so this one really caught me off guard. The obverse is dull with greys, reds, and greens. The reverse is speckled with grey and blues and reds when moved around but nothing chrome like. Compared to a typical WCD quarter at the moment with the colors showing for the camera...

The improperly annealed planchets tend to show lines like yours is showing on the obverse. It looks like they may be on the reverse also but it's hard to tell from the photos. There is a fair chance for an improperly annealed but I would say it also has environmental damage. It's a spender now.
Meow thinks that it is too worn to know. Meow gets a lot of BU quarter rolls lately to either CRH or collect BU rolls. And one in a while will find a light grey or gunmetal toned BU quarter. Meow keeps those as they just have a look Meow likes. But unless it is BU or strong AU, Meow would think it would hard to know if it was environmental damage or a IAQ.
Thanks everyone!!! I got pretty darn good confirmation from one of my DM's about this that it seems to be environmental damage, from an errors specialist. Now I have to do some studying on improperly annealed things
