    After reading
a major question raised in my head....

    LET ME GET THIS STRAIGHT!

I can sell something on ebay, the buyer can claim he/she never received it or it was a fake and Paypal will issue them a refund?

And I would be out my Item? Even if it wasn't fake??

You'll have to blame eBay's pro-buyer position on quite a few of the unethical sellers of the past. Not more than 5-6 years ago, eBay heavily favored the seller. Sellers would deny refunds if you didn't purchase their insurance at exaggerated rates. They were allowed to advertise grades in the title for third-world grading services and raw coins. They would also state in their listings that they would withhold buyer's feedback until you left them positive feedback.

When eBay finally realized that without buyers there would be no use for their services, they overreacted and you now have the tables turned against the seller. Yes, it's unfair to the honest sellers because they can be cheated by the unethical buyer, but what can you do? It still comes down to the fact that if the buyers left, eBay would cease to exist.

    NOT RECEIVED:
It supposedly works something like this.
You are responsible for getting the item to the buyer.
AND proving that it got there.

You ship with some sort of delivery proof:
    - Delivery Confirmation for inexpensive items (up to $250).
    - Signature Confirmation for items that cost more than $250 (eBay rule).
    - Insure items that you cannot afford to lose.
    - Register (with insurance) expensive items.

None of this works when you ship to non-US destinations.
Outside of the US is a REAL crap shoot.

    FAKES, DAMAGED, BROKEN:
The buyer gets his money back plus the original S&H
    BUT
not until the item is returned to you.
And it's incumbent on the buyer to prove it was returned.
He has the same responsibility to comply with all the NOT RECEIVED rules you had to.

Save ALL receipts, particularly the "proof of shipping" ones.

They aren't going to do any better if the sellers leave.

I know some very reputable sellers who have left eBay over the last few years, but there are so many who will take their places, that eBay doesn't care.

It seems to be a new way of thinking for some businesses these days; money is money no matter haw you get it or who you get it from. You just have to be able to sleep at night.

Another thought is a small independent buyer could be in the market for many items. A small independent seller has but a few. Which engine is powering the vehicle?

Many years ago I felt that if they just made a rule that sellers leave FB first, it would cut out alot of the extortion.
Instead of doing something so simple, they knee-jerked in a huge way.

I think there are some 400,000 coins on the 'bay for sale this week, the last time I looked....... roughly 300,000 are BIN's (a strong indication that they are dealer stock).... and roughly 100,000 are pure auctions (a greater percentage of these tend to be independent seller stock)..........
Anyway, I don't think there is a shortage of sellers out there..... most buyers are honest,,,, but that said, I do think the 'bay should do more to protect the sellers with some type of guarantee against "lost in transit", at least up to a point,,,maybe $100 or so.......

I agree! That always irritated the heck out of me. A buyer's responsibilities were completed once he had paid for the item. What other information did the seller need to provide feedback? It was nothing but extortion, plain and simple!

It used to be that the sellers were able to leave neutral or negative feedback because of slow, or non-paying buyers. But this turned into seller extortion and the feedback system went away from its original intent...so now sellers can only leave positive feedback. Although I believe the seller can go through an ebay "review process" of leaving negative feedback for a buyer in the instance when the buyer is slow to pay or doesn't pay and the seller gets their listing and final value fees back from ebay from non paying buyers.

I agree with you here, but as a casual seller I have attempted both ways(leaving feedback first, and waiting to leave feedback.)
I don't have any negs, but when I have left feedback first I have gotten a couple of dings in my 5 star ratings. Two for shipping cost(even though my shipping price was clearly marked in the auction, posted on the package and I actually paid for more expensive shipping than I charged) And once for item not as described because I used the word rainbow in the title to describe a coin with green and gold toning.(even though the pics I posted are extremely accurate to the coin in hand.) feed back was"NICE COIN-not exactly rainbow but COLORFUL TONING-THANKS FOR A1 EFFORT" Now I can't even use widely used keywords to attract people to my auctions so I don't upset people like this.
But to the OP I ALWAYS buy delivery confirmation and pay for my shipping through ebay or paypal. I also Insure anything over $100 (usually at my expense) because if something happens I can't afford to just throw away a $100.

Yeah, the whole fiasco is "damned if you do, and damned if you don't". The reputable sellers like you get hurt by the sleazebags, and the ethical buyers like me get hurt by the slimeballs.

It is a gamble for sure. You can only hope you buy from an honest seller, and sell to an ethical buyer. Hope that you fellow man is as upstanding as you are. To bad a few rotten apples have to ruin it for the rest of us.
Between ebays rules changes and being busy, I haven't sold anything for a couple years. Reading ebay horror stories don't make it any easier to start again.

Selling is simple....for shipping, you must ABSOLUTELY POSITIVELY have tracking (as has been said, delivery confirm for up to $250, signature confirm for over $250). THAT will eliminate ANY claim of 'not received'. Period. Paypal will side with the seller. NEVER ship without tracking...insurance numbers are NOT acceptable as proof of delivery....you MUST use delivery or signature confirmation. Period.

As far as a return policy, you might as well offer one, as a buyer simply needs to file a SNAD, and Paypal will side with the buyer 100% of the time, regardless of what you state for your return policy. Ebay buyers are getting smart and learning the loopholes to get everything for nothing. Ship without a delivery or sig confirm, and you just gave the buyer the coin (or other item) for free...FREE. End of story, no arguing will get you out of it....you WILL lose.

So, easiest way to sell.....describe/image to the ultimate best of your ability, refrain from using overly descriptive words, like 'rainbow' (unless it IS ABSOLUTELY that colorful.....much like Kryptonitecomics coins....most all of his ARE rainbows, and beauties at that...), offer a return policy, and if at all possible, offer free shipping.

Should a buyer contact you with a problem, bite the bullet immediately and tell them to send it back for full refund of purchase price...only bend on refunding of shipping if the original contact message gives you 'that feeling' that you have a problem buyer, usually identified by strong wording out of the gate. NEVER get sucked in when a buyer says they 'want the coin, but it isn't as described, so give me a partial refund and I'll keep the coin'. ALWAYS take the coin back and issue full refund, only after receiving the coin back. If the buyer ships w/out delivery confirmation, then he's SOL.

Paypal is the land of confirmations. Use them and you'll be safe from 'not received'...other than that, 'it's a buyer's world' and be prepared to be at the mercy of the buyer for anything other than non-delivery...meaning ANY problem, just tell buyer to ship back for full refund, but NEVER give a refund till you have your item back.

Now, if a buyer sends you back a 2009 Jefferson raw, when you shipped him an 1892-S Barber half, and the buyer ships it back with delivery confirmation........

If you bought this on eBay, described as “AU/UNC”…
    eBayAuction2_s.jpg eBayAuction2a_s.jpg

…and later found out that this same bill was sold on Heritage 2 months earlier as a PCGS 30 PPQ…

    Heritage2_s.jpg Heritage2a_s.jpg

…would you be PO’d? This happened to me, and I am steamed!

And, this same eBay seller has other currency auctions going on right now with the same MO - buy a certified bill on Heritage, de-case it, clean/wash/press it, and sell it on eBay with a 20-30 point upgrade for twice the price.

I have attempted to contact this seller - no response so far...planning on contacting eBay to open a “case” next week if I don't get some corrective action ASAP. Think I should also contact PCGS and Heritage - what do you think?

No response? File a SNAD with Paypal, open a case with ebay.....empty your clip on this seller......AND out him so we can all know who he is. You have the proof, so do it immediately!

Oh, and to answer your question....I'd be MORE than P.O.'d!! That's why you need to file immediately AND out the seller!!!

Thanks for the feedback, and I do understand the need for this bad behavior to be outted. However, I did want to give this guy an opportunity to explain himself before I go all native on him. If I do not get a satisfactory explanation by this evening, full disclosure will be made on this forum. At this point, I'm thinking that the only satisfactory response would be for this seller to give me a full refund and some kind of guarantee that he will stop selling these washed notes on eBay and elsewhere without full disclosure in the ad.

I wouldn't give the guy the satisfaction, YOYO. Contact him, get your money back, and report the SOB anyway. A slap on the hand will not stop this type of behavior. Yeah, maybe he'll get kicked off ebay, and come back with a new name, but at least you did your part.
