Identification help please

    I found this in a bag of IHCs and LWCs. It is the same diameter as those and also appears to be copper. After an overnight acetone soak, some features became more distinguishable. I can see a larger numeral “1” in the upper center, a wreath around the outside and a likely “9” as the last digit of a date in the center. Anybody know what series this coin is from? Maybe it is foreign? The other side is pretty much totally wiped out.
