A bit more information: KRIEGSNOTGELD means War Emergency Money. Kreishauptstadt doesn't mean town council, but "capital of the county". Germany is (and was) divided in Länder (now Bundesländer), which are each divided in Kreise ( counties). This war emergency coin has been issued by the Kreishauptstadt (capital of the Kreis) Speyer.
This "Kreishauptstadt" is a little strange ... may be a historic term but is not used in today's Germany. We just say Kreisstadt instead - except that Speyer is a kreisfreie Stadt (city not belonging to a county) now. Christian
