    I have a hypothesis that this could be a coin:
    Roman Provincial


    Commodus

    Æ of uncertain mint, Mesopotamia. AD 177-192.

    AV ΚΑΙϹΑΡ ΚΟΜΟΔΟϹ ϹЄ, laureate head right /

    VΠЄΡ ΝΙΚΗ ΡѠΜЄѠΝ, turreted, veiled and draped bust of Tyche right.

    RPC Online 10746 (temporary); SNG Copenhagen 191-2 var. (Edessa, legends); BMC 10 var. (Carrhae, same).

    Extremely Rare; only one example recorded by RPC Online.
