Really hard to figure out the reverse. It's not Roman nor Provincial; more likely an autonomous civic issue of some Greek city. Obverse might be Bacchus, or the Senate.
The letters "PA" are in a row. There is a Greek delta at the bottom. I can't read the rest of the letters. Victoria is depicted in a dance with outstretched arms and legs apart, as if walking forward. And in her hands, perhaps, wine. What kind of coin could it be?
