A weak strike created this "iberty" error. You can barely see the L.
The other is die or strike error, I forgot the correct name for this type of error. Clashed Dies? You can see the imprint of the Lincoln Memorial on the obverse of the coin. The reverse is poorly struck.

    The '71-D looks like a grease-filled die.

I don't see the clash marks on the '64.

hard to see in scan, easy to see with coin in hand. Draw a line horizonally across the eye and the bow tie.

The first one looks like the results of an abraided die, or, as stated, a filled die.

The second looks like a Heavy Die Transfer.
When a die nears the end of its usefulness, often it exhibits the major central design of its opposing mate. This design is transferred from one die to the other through the striking of the coin metal.

I'm not 100% certain, so take it FWIW.
