Looks more like Honorius obverse, Honorius and Theodosius II reverse, standing facing, heads toward one another, each holding a spear in outer hand and holding a globe between them with inner hands; GLORIA RO-MANORVM.
The type as a whole is not rare (I've got some low-grade ones). But it's possible that certain combinations of Mintmark * Emperor are rare. Problem is, you need to know (1) the mintmark on your reverse; and (2) whether this is Honorius or Theodosius II. Esty's page, your link, gives rarity ratings from various references in the table ("R," "C," "S"). (Keep in mind that the rarity ratings for late Roman bronze coins are often outdated, and they can be much more common than older authors realized.) All of these late Roman portraits are basically identical, and it looks like both Honorius and Theodosius II had stars behind, so you'll have to rely on the legend. I can't read it, but maybe you can work it out in hand. Same with the mint. I can't read your mintmark from the photo, but with enough comparison to other examples, you might figure it out.
Unless some specialist comes around, Honorius AE3s and 4s are worth a buck or two, and are very commonly found in mass lots. Who told you it was Valerian?
