I have no idea....

    Also are the “Ls” in “DOLLAR” doubled? I know they are MDs if they are, but my poor eyes can’t decide.

    IMO it may possibly have been struck with a very worn die plus circulation wear flattening the letters. Looks like a cut on the N in UNITED displacing some of the metal. Looks like some Die Deterioration Doubling on the reverse.
