Hard to tell from the picture, entirely, but I would say it sat in contact with some agent that made it tone / corrode a little bit - mostly tone, but I can't see the surface as well as you can.

What it looks like is that somebody threw it into a fountain (and made a wish for something!) and it stayed there for a while until the fountain cleaner came and pulled it out and cashed it in! ~AJ
How you can look at those photos of the coin and tell anything, is a mystery to me. My old eyes just aren't up to seeing something that is depicted like these cents are.
