I have a few questions about this Morgan

First of all is uscg an accurate grading company and if not what would this coin grade and what would it’s value be?

I've never heard of them before. They certainly aren't one of the top TPGs (PCGS, NGC, ANACS).
Sounds like a basement slabber.

EDIT: FYI, I just went to the "website" on the back of that slab and it has been down since 1 May 2019 and is scheduled to be deleted lol.

 

IMO this coins lacks the details in the hair over her ear and on the breast feathers to warrant an MS grade.

 

Your photos aren't clear enough for me to try to grade the coin. Needs more lighting. I think your coin shows signs of cleaning.

Could be the plastic but it looks like 2 different coins - or you badly scratched it getting it out of the holder?

 

and the gouge at the rim about 1 o'clock?
