Look to the left at the '3'. You can see where there was likely metal that it was a '8', so this only now appears to show a 1935 date. It was not minted that way and it is pmd.
@Donna Cammon PMD - Post Mint Damage 1985 Cents are Copper Plating Zinc and they have strange issues on the Lettering and Numerals. Just a plating bubble on the number 8 with a combination of circulation wear and tear
