I found a 1986 penny that I think has an error.

I think that this is a minting error. There is no mintmark, but there is a dot under where the mintmark would normally be. It almost looks like the mintmark was deformed and placed to low?Can anyone tell me what this is worth and what it is? Thanks!

that is not a mint error. that is a gas bubble between the zinc and the copper plating. it is very common and has no extra value.

And Philadelphia minted cents carry no mint mark.

Yup, it's a bubble. That's a little low for a mint mark, besides.

Even if it were a filled mintmark, it is not where the mintmark would normally be.
It is way too far south of the area that a D would be.
I have never seen a mintmark on a cent anywhere near that far away from the normal area even though mintmarks were no longer punched into dies starting in 1990.
Starting in 1990 the mintmarks were in the master die and part of the coin design.
