The US Mint not only mints coins for the United States, but they also contract out and mint coins for other countries. I am by no means an expert on this, but I believe the Philippines are one of those countries. I have some Australian coins that were minted in Denver.
1977 5 sentimo where struck at the Philadelphia mint (1,088,000). The 5 centimo where also produced in 1978 at the Philadelphia mint those coins are dated 1979. Lou
