I believe these are mint marks, are they?

These marks are on a 2000 lincoln penny. Were they made from the mint or were they made post mint?

I think you are right. They look like die gouges to me.

Of what?

 

It could be marks left on the die by the feeder fingers of the coining press, they would look like this on a struck coin. It is collectible.
