I’m stumped

It has a dragon on one side (so perhaps Chinese, I thought) with no writing on that side. The other side has two concentric circles. In the inner circle are Chinese characters (I believe). In the outer circle, however, the writing appears to be Arabic... The coin is about 32mm, weighs about 11.15g, has a reeded edge, and appears to be silver. I know that there were some coins minted in China that have legends in Arabic, but this one is VERY different from the ones I have and any that I’be seen. Any help/insights would be welcome.

    I think I solved the riddle! I took one more look through the 2018 catalog and found 5 Miscals (Y#21.1). Looks spot on!
